A filler price is not a complete plant budget.

Air compressors, dryers, chillers, electrical distribution, process water, drainage and other services selected for the final line.
Rooms, floors, drains, access, foundations, pipework, cabling, lifting, safety work and locally required approvals.
Packing, freight, import costs, unloading, installation, commissioning, trial materials, training, spares and operating ramp-up.

Capacity alone does not normalize two offers.
Buying empty bottles and blowing from preforms create different equipment, storage, air and labor requirements.
Manual transfer, standalone machines and integrated controls change labor, accumulation, guarding and interface scope.
Bottle volume, cap, label, multipack, carton and pallet requirements change machine configuration and change parts.
A machine-only offer, supervised installation and a wider turnkey scope should not be compared as if they include the same work.

Buyer questions
No single price is technically honest without product, bottle, output, scope, site and destination inputs. A written equipment list and responsibility matrix make quotations comparable.
Utility generation, local piping and cabling, building work, freight and import costs, trial materials, installation readiness, spares and ramp-up are common omissions.
