Normalize scope before comparing price

Water Bottling Plant Quotation Comparison Checklist

Two proposals can carry the same capacity and a very different project boundary. Convert every offer into the same comparison structure before evaluating price, delivery or responsibility.

Answer first

How do you compare water bottling plant quotations?

Put every proposal on the same water, product, bottle, pack, capacity, site and service basis. Compare each equipment package, interface, utility, document, spare, FAT, logistics, installation, commissioning, training, warranty term and exclusion line by line before comparing the total price. Keep a separate priced adjustment for each required item outside a proposal. An unresolved item stays open rather than becoming a zero-cost assumption.

Expose scope gaps before comparing totals

Assign the status shown in each proposal. “Not stated” is an open question, not an assumption that the item is included.

Comparison summary

Two proposals

Counts describe stated scope only. They do not score quality, performance, contract terms or supplier capability.

01

Confirm the technical basis

Each quotation should state what product and operating conditions support its selection.

Product and water

Raw-water assumptions, treatment objective, product type, temperature and any process conditions that affect the design.

Container formats

Bottle drawings, volumes, necks, caps, labels, pack patterns and the included change parts for every confirmed format.

Capacity basis

Rated and expected operating speeds by format, line balance, availability assumptions and performance-test conditions.

Destination

Voltage, frequency, climate, altitude where relevant, language, shipping route and local standards requiring confirmation.

02

Normalize the equipment and interface scope

Compare functions, connections and deliverables rather than machine names alone.

PackageMust confirmCommonly unclear
Water treatmentProcess, capacities, tanks, sanitation, instruments and boundariesRaw-water tank, dosing, contact time, local piping or testing points
Bottle supplyPurchased bottles or blowing, molds, chiller, air and transferHigh-pressure system, preform handling or future-format parts
Filling and packagingRinser-filler-capper, label, code, pack, conveyors and inspectionAccumulation, rejects, pack consumables or pallet handoff
Controls and utilitiesPanels, signals, loads, connection points and data requirementsDistribution, final cabling, piping, drains or software interfaces

03

Compare execution and acceptance

Services should be measurable and assigned.

Engineering

List layouts, process diagrams, utility data, foundation or interface drawings, review cycles and approval responsibilities.

Delivery and site work

Separate export packing, freight, insurance, unloading, lifting, local labor, tools, materials, travel and accommodation.

Commissioning and training

Define duration basis, prerequisite readiness, test materials, language, operator participation and completion evidence.

Acceptance

State product, formats, utility conditions, test length, speed, quality, measurement, exclusions and handling of open actions.

04

Record commercial boundaries

The final comparison should expose assumptions, options and risk.

Price basis

Currency, taxes, Incoterm, payment milestones, validity, included options and conditions for price adjustment.

Schedule basis

Engineering inputs, approval time, manufacturing, FAT, shipment, site readiness, installation and commissioning dependencies.

Warranty and support

Start point, exclusions, response route, remote support, site support basis and spare-parts recommendations.

Deviation register

List every exception from the common requirement set and resolve whether it is acceptable, optional or buyer-side.

05

Look for comparison red flags

A proposal should be clarified when its headline claim cannot be traced to scope and evidence.

Unqualified capacity

A BPH value without bottle, product, operating condition or measurement boundary cannot support a fair comparison.

Bundled turnkey wording

A single turnkey line without an itemized responsibility table can hide building, utility, labor and local-material gaps.

Missing interface data

Equipment without connection loads, dimensions, control signals or local-work boundaries transfers risk to the site.

Acceptance afterthought

A performance promise without test materials, duration, measurement and treatment of open actions is difficult to enforce.

06

Control a clarification register before comparing the final total

A quotation remains provisional while material blanks, assumptions and deviations are open. Give each question an identifier and require a revised proposal or controlled written answer that can be incorporated into the award baseline.

07

Reconcile the price after scope normalization

Compare the machinery subtotal only after adding required options, buyer-side local work, freight and import responsibilities, installation, startup materials, spares and other project costs that differ between proposals. Keep tax, exchange-rate and financing treatment in the buyer's qualified financial review.

Comparable base

Use the same product, formats, output conditions, equipment scope and services for every supplier.

Normalized additions

Add required scope that one bidder placed in options, exclusions or buyer work.

Unpriced exposure

Keep an explicit allowance or unresolved risk line; do not silently count it as zero.

Award baseline

Record the final price, currency, trade basis, documents, exceptions, responsibilities and change process together.

Buyer questions

Questions to settle before the next project gate

Can I compare quotations using total price and BPH?

Not responsibly. First normalize product, formats, equipment, utilities, services, local work, acceptance and exclusions.

What is the most important attachment to a quotation?

The signed technical agreement and its equipment, format, responsibility, utility and acceptance schedules usually control what the headline price actually includes.

Should optional equipment be removed from the comparison?

Keep it visible in a separate option column. Otherwise one supplier may appear more expensive simply because it has included functions another supplier omitted.

How should unclear items be treated?

Mark them to be confirmed, assign an owner and close them before contract. Do not silently treat an assumption as included.

When are two water bottling plant quotations comparable?

They are comparable only after product, format, output, equipment, utilities, services, local work, delivery, acceptance, documents, options, exclusions and commercial assumptions have been normalized and material clarifications are closed.

Move this project question forward

Resolve scope gaps in your plant quotations

Share the common project brief and the technical scope of the offers you are comparing. Identify the unpriced equipment, utility and service items so the next review can close material gaps before comparing totals.

Not sure which data matters? Send what you have and state the decision you need to make.

2. Attach the decision inputs

  • One bottle, pack and output basis
  • Included equipment and services
  • Unpriced options and local work
  • Acceptance requirements and open clarifications

Send target capacity and SKUs, source-water report, site utility schedule, building layout and required project milestones.

3. Confirm the next planning step

The project desk can identify missing inputs and a practical next step. Final engineering, configuration, compliance and commercial terms remain project-specific.
