Build a Preliminary Water Bottling Plant Responsibility Matrix

Use the matrix to expose missing scope before quotation comparison. It is a planning record; the signed quotation and technical agreement remain final.

Answer first

How do I avoid gaps in a plant responsibility matrix?

Assign complete tasks, including the final physical connection and its verification. Separate equipment supply from utility generation, distribution and installation. Use the matrix below to record the current allocation, then resolve unknown items against the quotation and approved drawings.

Interactive planning tool

Assign a preliminary status

Choose the current responsibility status for each package. Print or copy the generated summary for a project discussion.

Work packageCurrent responsibility status

Preliminary summary

Your responsibility matrix

For planning only. Final scope follows the signed quotation and technical agreement.

01

Assign complete work packages

Do not stop at machine names. Include the services and evidence needed to make each package operational.

Equipment and process

Treatment, bottle supply, filling, labeling, packing, conveyors and process connections.

Factory services

Utility generation, distribution, machine connection, drains, ventilation and local electrical work.

Site execution

Unloading, lifting, positioning, assembly, piping, cabling, guarding and local permits.

Startup and handover

Test materials, commissioning, quality checks, training, documents, spares and open actions.

02

Use consistent responsibility states

Every item should have one clear status at the current project gate.

03

Write an interface as a complete task

Use the online matrix for a first allocation. In the detailed project schedule, split compressed air into required inlet conditions, generation/treatment, distribution, final machine connection and verification. The turnkey guide works through this example. A single package label can hide an unassigned branch pipe or fitting.

Make the endpoints visible

Identify where a pipe, cable, conveyor or signal starts and ends. Add the corresponding drawing or connection reference.

Name the performer and deliverable

State who designs, supplies, installs and verifies the connection. If several parties are involved, split the task rather than giving an undivided shared assignment.

Keep unresolved scope open

Use Not sure until the technical and commercial boundary is agreed. The online matrix is a preliminary planning record and does not change the signed scope.

Buyer questions

Questions to settle before the next project gate

Is the online matrix contractual?

No. It is for preliminary planning. Final responsibilities follow the signed quotation, technical agreement and approved project documents.

Who normally provides local piping?

Practices differ by supplier and destination. Mark process piping, utility piping, materials, supports, welding, testing and insulation separately.

Should freight and import work be included?

Yes, if relevant to the comparison. Add export packing, freight term, customs, inland delivery and unloading as separate responsibility lines.

Move this project question forward

Resolve the unassigned work in your project

Share your preliminary matrix with the equipment scope and interface drawings. Mark unknown tasks so the review can identify the design, supply, installation and verification work still requiring an owner.

Not sure which data matters? Send what you have and state the decision you need to make.

2. Attach the decision inputs

  • Preliminary responsibility allocation
  • Equipment and local-work scope
  • Interface drawings or connection list
  • Unresolved tasks and planned project milestones

Send target capacity and SKUs, source-water report, site utility schedule, building layout and required project milestones.

3. Confirm the next planning step

The project desk can identify missing inputs and a practical next step. Final engineering, configuration, compliance and commercial terms remain project-specific.
