When should the first readiness review happen?
Begin while engineering and site work can still be changed, then repeat before shipment, equipment arrival and commissioning.
Can installation begin if all utilities are not ready?
Some positioning and assembly may be possible, but the sequence and risks must be agreed. Full functional and product trials need the required services.
What if I do not know some site answers?
Mark them unknown. A visible unknown is safer than an invented answer and can be assigned for confirmation.
